Like all Anglo-Saxon countries and many European countries, France voted in February 2005 an anti-discrimination law for disabled persons called “Loi pour l’égalité des droits et des chances, la participation et la citoyenneté des personnes handicapées”.

This law lists many obligations for public and private institutions, in particular in the article 41 – the obligation for all buildings (public buildings, residential areas…) to be “accessible by all, in particular by disabled persons”.

Access for all, in particular for disabled persones, to the electronic information society is also a right that is the subject of the article 47 of the law. This article informs that “Online services for public communication of the government, local authorities and public institutions must be accessible to disabled persons”.
